CYFD to discuss, possibly vote on dispatch center today

The Central Yavapai Fire District Board of Directors will review and possibly approve creating its own communications/dispatch center during a meeting at 4:30 p.m. today, Oct. 1, at the Central Yavapai Fire District Training Center at 9601 E. Valley Road.

The board will hear an update on the Emergency Communication Center Business Plan for discussion, then consider approving an agreement to buy an information management system, computer aided dispatch system, records management system and related software for the communication/dispatch center with previously budgeted funds for ArcGIS and staffing software and non budgeted capital reserve funds.

The board also will consider approving an agreement to buy infrastructure and equipment for the center with non budgeted capital reserve funds as well as using personnel contingency funds in fiscal year 2012-13 budget for personnel costs for the center.

On Tuesday, CYFD Board Chairman John Range said he, CYFD Chief Paul Nies and CYFD board member Bob Gardiner met with Prescott Regional Communications Center (PRCC) leadership, but they "weren't receptive to our concerns" about operations, the intergovernmental agreement, and a computer-aided dispatch system.

Yet, Prescott Valley Town Manager Larry Tarkowski and Prescott Valley Police Chief Bill Fessler said after the meeting they thought they were making progress on the issues.

"When you look at the punch list that was provided, it appeared that we were in motion to at least identify the concerns and establish certain meetings to determine how to rectify some of the issues," Fessler said. "We felt that the wheels were in motion, and we were making headway."

That meeting included Prescott Police Chief Mike Kabbel, Prescott Mayor Marlin Kuykendall, Prescott City Manager Craig McConnell, Prescott Fire Interim Chief Dan Fraijo, Prescott Valley Vice Mayor Don Tjiema, Tarkowski, and Fessler.

The meeting was initiated by CYFD board members after community members and Prescott Valley Town Council members attending CYFD's Sept. 17 board meeting told the board they disapprove of the plan, urged the board to work with PRCC, and voiced concerns a new center would lead to higher taxes over time.

In other business, the board also will consider approving an agreement with Ogletree, Deakins, Nash, Smoak & Stewart P.C. for legal services.
