The publicity pamphlets for the March 12 municipal elections have hit the mailboxes.

Town Clerk Diane Russell said more than 20,000 of the pamphlets went out in the mail.

The pamphlets contain the texts of propositions 422 (on home rule) and 423 (on the General Plan update). Managing Partner Brad Fain of the Fain Signature Group, a major developer, submitted an argument in favor of home rule, which gives town staff more flexibility in preparing the town's budget.

Nobody submitted arguments against Proposition 422 or in favor and against Proposition 423.

Next Monday marks the deadline to register to vote for the mail-only election. Voters who have changed their names, addresses or both must re-register by the deadline.

Voters also will pick a mayor and three other members of the Town Council.

Candidates for mayor are incumbent Harvey Skoog and challenger Louie Lizza.

Mayors serve four-year terms. Running for two four-year council seats are appointee Michael Whiting and challengers Doug Bebb and Stephen Marshall. Running for the two-year seat are Craig Arps, Marty Grossman and Matt Zurcher.

The council will have at least two new members in June because Patty Lasker did not seek re-election and appointee Don Tjiema decided against running.
