Dennis Repan stepped down after his year as vice mayor for the Dewey-Humboldt town council and Arlene Alen took over those duties this past month.
In a review of the two January council meetings, Jan. 7 and 21, the council approved an Intergovernmental Agreement with the City of Prescott for Dewey-Humboldt residents to participate in Prescott's Household Hazardous Waste program in April. Prescott will bill D-H after the event based on participation levels.
The council unanimously approved a 5-year extension of the lease agreement with the D-H Historical Society to use a portion of the Second Street right-of-way and a 5-year renewal on a use permit for the museum property.
Mayor Terry Nolan requested approval for payment for expenses to attend the Greater Arizona Mayors Association meeting in Phoenix. Nolan abstained from the vote, which passed 4-2, with council members Jack Hamilton and Nancy Wright voting against.
After discussion in executive session, the council reconvened into regular session and approved Town Manager Yvonne Kimball's full merit raise retroactive to Jan. 3.
Vice Mayor Arlene Alen requested partial reimbursement for her attendance at a 5-day course for Certified Economic Developer in Phoenix through the International Economic Development Council. The council approved $395 to help cover registration fees, with Alen abstaining and Hamilton and Wright voting against; council member Dennis Repan was absent.
The council split with a 3-3 vote on Alen's request to place new items on a work session agenda prior to the item coming before council at a regular session, with council members Mark McBrady, Sonia Williams-Row and Mayor Nolan voting against and Repan absent; the motion died.
Council members discussed the format by which it nominates and presents the Volunteer of the Year award. This past year, all nominees were acknowledged at a community picnic, with the top award going to the late Pat Mathews. Hamilton and Wright want to continue honoring all nominated volunteers and not single out one person for the award. Council approved the motion to use the same process for nominees and one Volunteer of the Year by a 4-2 vote with Hamilton and Wright voting against and Repan absent.

I have had a number of calls and e-mails wondering about my stepping down from the D-H council. The vice mayor position is a one year term by town code, in which a council person takes their turn to serve in the capacity of vice mayor for the community. They then return or reassume their position as councilperson for the town, not actually stepping down from the their original council position.
Congratulations and best of luck to VM Alen in her new position.
